Antique British Police / Military Badge or Medal Knight Helmet & Crossed Swords

DESCRIPTION:
Antique British police or military badge or medal. I have not been able to identify the organization it represents, so I don't know if it is police or military.
The badge features a knight's helmet and shield and crossed swords at the center, surrounded by 7 stars. The shield has a letter "C" at the very center and bits of red, white and blue enamel or glass inlay in the shield. There is a wide hanger at the top that maybe a ribbon would go through. Overall size is about 1 3/4" by 1 3/4".
Good vintage condition with some rubs and wear to the metal and enamel inlay.
